public access to Board meetings, as required by Title 22 of the Pennsylvania Code
No Prepared Text for Public Statement - Summary of Comments:

1) Handicapped (legally blind) citizen Kim Collins has repeatedly testified before Pittsburgh City Council regarding a complaint about The Carnegie Library of Pittsburgh. I have no way of knowing whether or not she has a legitimate complaint.
2) She would not have to continue to lodge such a complaint before City Council if she would be able to go directly to the Library Board to lodge the complaint. She, along with all other residents of the City, have not been permitted to address the Library Board.
3) Title 22 of the Pennsylvania Code requires that all State-funded public libraries [of which The Carnegie Library of Pittsburgh is one] comply, fully, with the Pennsylvania Sunshine Act and the Pennsylvania Right-to-Know Law. Such compliance would allow Ms. Collins to address her complaint to a body which may be able to help her.
4) Members of the Library Board of Trustees, who sit on City Council, should urge fellow Board members to have Carnegie Library fully comply with the Pennsylvania Sunshine Act and the Pennsylvania Right-to-Know Law, as required by Title 22 of the Pennsylvania Code.

Proposed Renovation and Expansion of Dinosaur Hall in Carnegie Museum

No Prepared Text for Public Statement - Summary of Comments:

1) Proposed Public Hearing - Once this bill passes today, how can the public have an actual impact on the project, when the Museum has already received the legal go-ahead from the City? The public may be able to comment [at the public hearing], but the Museum can ignore the comments and do as they please. A section should be added, to the resolution being considered today, that calls for an additional vote of City Council, to finally approve the project, after the public hearing.
2) At least a couple weeks prior to the public hearing, the Museum should be required to release detailed plans, so the public has a chance to review the plans and be able to comment on the plans from an educated perspective. This did not happen with the [Carnegie] Library's proposed first floor renovations of the Main Library. And, I had gone to the Library ahead of time, specifically, to ask for these plans--this request was denied! A section should be added, to the resolution being considered today, that calls for the Museum to provide detailed plans of the project before the public hearing.
3) In the Agreement, the term "Museum Property" is vague--what does this mean? The Carnegie Library and Institute building was finished, dedicated, and donated to the City by Andrew Carnegie [November 5, 1895] a half-year before the legal creation of Carnegie Museum [March 2, 1896, as indicated in the Preamble to the Agreement].

Bill No. 2005-1367 was approved, without amendment, by Pittsburgh City Council following the Public Comment Period.
