Citizens to Oppose Further Limitations on Public Comment

At RAD Board Meeting Monday, 5:00 p.m.

Pittsburgh, Apr. 29 – Citizens opposed to limitations on the right to make public comments at meetings of the Board of Directors of the Allegheny

Regional Asset District (RAD) will speak-out at Monday’s RAD Board meeting. The regular meeting of the RAD Board will be held this-coming

Monday, April 30, 2007 at 5:00 p.m. (Public Comment section of the meeting is first agenda item) in a lower-level conference room of the Allegheny

County Social Services Building (former United Way Building) at One Smithfield Street at First Avenue (foot of the Smithfield Street Bridge) in

Downtown Pittsburgh.

The April 30 RAD Board meeting agenda:

includes an action item to require citizens to register to speak, during the public comment section of a RAD Board meeting, 24 hours in advance.

This provision, combined with a provision approved several years ago limiting all public comment to 15 minutes during any one meeting, would ensure

that no more than five citizens could speak at any one RAD Board meeting (as each citizen is limited to three minutes per meeting). Such a limitation would be

in direct violation of the Pennsylvania Sunshine Act, as amended.
